What is the best time of year to do paving work in Quebec?
From May to October, when temperatures consistently stay above 5°C. Asphalt must be laid on unfrozen ground to adhere and compact properly. Early fall is still an option, provided the work is completed before the first frost.
Do you need to obtain a permit before paving a driveway or parking lot?
For a private residential driveway, a permit is generally not required. For commercial or municipal projects, some municipalities require prior authorization. Also, make sure you are familiar with your property lines before starting: check your certificate of location, property markers, and municipal by-laws. PLL can guide you based on your specific situation.
What is the lifespan of a properly installed asphalt surface?
Between 15 and 25 years, depending on usage, the quality of the subgrade, and weather conditions. Regular maintenance — including sealing every 3 to 5 years and promptly repairing cracks — significantly extends this lifespan. The quality of the subgrade preparation remains the most critical factor.
What asphalt thickness is recommended for my project?
51 mm (2 inches) for a standard residential driveway, 63 mm (2.5 inches) for heavier vehicles. Commercial and high-traffic surfaces require greater thicknesses, determined based on the expected load. PLL assesses the appropriate thickness during the initial inspection.
Why is it important to prepare the ground before laying asphalt?
The granular base determines the durability of your surface. Poorly compacted or poorly drained soil causes premature settlement and cracking. If the existing subgrade is deficient, prior excavation is recommended to ensure long-term stability. If the subgrade is in good condition, it’s possible to proceed without excavation — an option that can cut costs in half, but for which the client assumes the risk if settlement occurs later. PLL assesses the situation with you to help you make an informed decision.
How often should sealant be applied to an asphalt surface?
Every 3 to 5 years for a well-maintained residential surface. High-traffic commercial surfaces may require more frequent maintenance. Contact PLL for an assessment of your surface.
Is it better to repair or completely redo a damaged asphalt surface?
If the foundation is intact, spot repairs or resurfacing are often sufficient. Before opting for resurfacing, however, you must ensure that the environment allows it—garage slab, sidewalk, driveway — since you are adding thickness to the existing surface. If the foundation is compromised — significant subsidence, widespread heaving — a complete overhaul is preferable. PLL conducts an honest assessment before recommending one approach or the other.
How can you verify that a paving or excavation contractor is certified in Quebec?
All construction contractors in Quebec must hold an RBQ license. You can verify its validity in the RBQ’s online registry using the license number, which provides you with financial protection in the event of a dispute. PLL’s RBQ license number is 5641-3149-01.
For any non-residential project, the CCQ (Commission de la construction du Québec) also requires that the contractor pay the rates and benefits mandated for its workers. If this isn’t the case, the project owner could be held liable in the event of a problem with the contractor. It’s therefore important to ensure that your contractor is in good standing with both the RBQ and the CCQ.

Can we pave the driveway in the same year as the excavation?
Yes, it’s possible if the contractor has the appropriate equipment to ensure proper soil compaction before laying the asphalt.
